Kalinga breaks ground on P171M landmark Theater and Museum, honoring cultural heritage

Tabuk City, Kalinga – In a move to advance cultural preservation, the Provincial Government of Kalinga, in partnership with the Provincial Tourism Office and the Department of Public Works and Highways, broke ground for the construction of a Multi-Purpose Building (Theater) and the Kalinga Cultural Center and Museum on February 27, 2026, at Capitol Hills in Bulanao, Tabuk City.


The combined cost amounts to P171 million. Of the total budget, P73 million is allocated to the Multi-Purpose Building (Theater), while P98 million for the construction of the KCCM. These funds are provided under the Convergence and Special Support Program–Basic Infrastructure Program (BIP).


The projects, according to the Provincial Tourism Office, are designed to provide modern venues for cultural performances, community gatherings, and public programs. Provincial officials said these aim to celebrate Kalinga’s rich heritage, strengthen community ties, and boost tourism in the province.


Various stakeholders and officials, including Governor James S. Edduba, represented by Atty. John Paul Baguiwan; Congresswoman Caroline Agyao, represented by Allan Jesse Mangaoang; Provincial Tourism Officer Lorraine Ngao-I; and DPWH Lower Kalinga District Engineering Office (DEO) Engr. Ruby A. Uyam, among others attended the ground breaking.


During the ceremony, Governor Edduba, through Atty. Baguiwan, emphasized that these projects symbolize Kalinga’s identity and heritage.


“This project is more than concrete, steel, and architectural design. It is a symbol of who we are. It is a declaration that the people of Kalinga honor their past, celebrate their present, and prepare confidently for their future,” Baguiwan said.


With the ground breaking completed, the province takes a major step toward providing venues that will host cultural performances, community gatherings, and other public programs for years to come. The theater and cultural center are expected to become enduring landmarks that strengthen community unity and pride among the people of Kalinga.
