Kalinga PLGU held public virtual dialogue through “Dagyaw” 2021

Tabuk City, Kalinga - People of Kalinga were given the chance to share their thoughts and raise their questions concerning the implementation of programs, projects, and activities through its First Provincial “Dagyaw” 2021.


“Dagyaw,” a Hiligaynon word meaning togetherness or ‘bayanihan’, serves as a venue for the government agencies to promote and explain their initiatives and for the community to deliver feedback to public programs and services.


As an offshoot of the recent regional “Dagyaw,” the provincial government and DILG-Kalinga held a localized version on October 28, 2021, gathering the local government officials, cooperatives, and Civil Society Organizations at Las Vegas Hotel.

DILG Provincial Director Max Mayer Adong stressed that the “participation of the public in the decision-making process, program, and planning, monitoring, implementation in the local welfare empowers the civil society organizations which in turn increases the responsiveness and efficiency of local government in delivering services.”


During the event, which was also aired online through the Province of Kalinga Facebook page, Governor Ferdinand Tubban delivered his State of the Province Address, centered on the province’s 6 major development goals.


Further, Provincial Health Officer Edward Tandingan presented the COVID-19 response of the provincial government.


The COVID-19 response along with the Supreme Court’s Mandanas-Garcia ruling is one of the focuses of this year’s “Dagyaw.”

Tandingan, during the open forum, explained that misinformation on COVID-19 inoculation caused some residents, especially senior citizens, to resist getting vaccinated.


The health officer added that interpersonal communication, expounding the benefits of vaccines, is needed to convince senior citizens to be protected against the deadly virus.


Meanwhile, when asked of his administration’s progress in attaining its goals, Governor Tubban underscored his vision for Kalinga to be an agri-industrialized province.


Tubban cited his administration’s move in promoting One Town One Product (OTOP) and providing farm pieces of machinery and facilities for the agricultural sector to support the said goal.


According to PD Adong, the inputs of the dialogue shall be used as key references of the provincial government in public decision-making and in shaping and updating the policies that can lead to better public sector performance and service delivery.


Among the CSOs who attended the event include the Provincial Police, Kalinga Religious Sector Association (KARSA), Kalinga Returnees Association, and some provincial employees.
