Lubuagan readies for critical scenario amid ‘Ulysses’

Lubuagan, Kalinga - The Lubuagan Municipal Disaster Risk Reduction and Management Council (MDRRMC) immediately activated its Disaster Operation Center amid the onslaught of Typhoon ‘Ulysses’ in case critical events happen.


Ulysses caused the entire province to be placed under Tropical Cycle Warning Signal No. 1 yesterday bringing heavy rainfall.


Around 1:00 P.M. today, the warning was lifted; however, Lubuagan Mayor Charisma Anne Dickpus said the LGU cannot be complacent as rainfall continues to be experienced in the locality and from upriver.

Lubuagan MDRRMC is also closely monitoring and coordinating with the entire municipality’s Barangay DRRMCs in case evacuation is needed.


“So far awan met ti cases nga masapul ti evacuation, kaasi ni Apo. Sapay kuma ta haan nga umabot nga masapul tayon ti ag-evacuate ngem agsasagana tayo latta a,” she said.


She informed that the LGU has already identified the Lubuagan Eco-Tourism and Cultural Center to serve as their evacuation shelter which can accommodate 278 persons. Originally, according to the mayor, it can accommodate 556 persons but evacuees shall observe social distancing as health protocol set by DOH due to the CoViD-19 pandemic.


Additionally, the LGU is also prepared in terms of emergency food packs. “Adda met dagiti stockpile tayo in case nga adda ti agkasapulan,” she said. 10 cavans of rice, 50 packs at 5 kilos and 30 packs at 25 kilos rice are readily available.

As per report of MDRRMC-Lubuagan as of 1:00 P.M., Thursday, 12 November 2020, the national road within its area of responsibility is passable. However, the Puapo section road in Barangay Lower Uma is not yet passable.


There are so far no report of damaged bridges and flooded areas within the municipality.

Meantime, Mayor Dickpus pleads to its constituents to avoid going out yet to keep away from unwanted situations. “Haan paylang nga rumrumwar ken agsagana da latta ta daytoy panagtudo na launay ta siyempre ma-loosen dagita nga dagdaga ta isu met ti usual nga problema ditoy.
