Miss Kalinga 2023 solicits support of yKalingas for Cordillera’s quest for autonomy


Tabuk City, Kalinga – Being the province’s female youth ambassador for the region’s quest for autonomy, Miss Kalinga 2023 Angelina Dupaya called on yKalingas to support the region’s campaign for self-governance during the kick-off of the provincial celebration of the 36th Cordillera Month.


Dupaya, in her speech, emphasized the advantages of the proposed bill for autonomy – House Bill 3267 which was refiled in August last year by Congressman Allen Jesse Mangaoang along with Maximo Dalog Jr. of Mountain Province, Menchie Bernos of Abra, Eleanor Bulut-Begtang of Apayao, Mark Go of Baguio City, Eric Yap of Benguet, and Solomon Chungalao of Ifugao before the 19th Congress.

HB 3267 states the proposed law aims ‘to establish an effective political entity, provide for its basic structure of government in recognition of the justness and cause of the people of the Cordillera, their fundamental and constitutional right to self-determination and the faithful pursuit of the duty to protect, conserve and develop their patrimony and cultural heritage in order to secure for themselves and their posterity, the preservation of their identity and posterity, and the attainment of meaningful and effective governance.’


For Dupaya, if the bill will be pursued, it will not only contribute to the betterment of the Cordillera but also benefit the future generation.


As conveyed by the beauty queen, some of the advantages of the autonomy bill include ‘administrative organization, creation of sources and revenues, ancestral domain and natural resources management, urban and rural planning development, economic and social tourism developments, educational policies and skills training, research and scholarship, preservation and development of cultural heritage, personal, family, indigenous, and property relations.’

She added the bill would also seek to promote the general welfare of the inhabitants, and for the youth, it would ensure quality educational programs, including community-responsive education, education with the highest budget allocation, and regional education policies.


“Kailyan, let us support our campaign, our quest for regional autonomy and please support us po and my partner on our upcoming pageant,” Dupaya concluded.


Dupaya from Rizal town will be joined by Godwin Bomosao from Tanudan to compete in the search for the Mr. and Ms. Cordillera Autonomy Youth Ambassadors this July in Luna, Apayao.


Dupaya is a junior architecture student at the Cagayan State University - Carig Campus, while Bomosao is a senior criminology student at the Kalinga State University.
