Isabela tricycle driver, No. 2 Regional Most Wanted, nabbed on murder warrant

CAUAYAN CITY, Isabela — A 39-year-old tricycle driver tagged as the No. 2 Regional Most Wanted Person in Cagayan Valley was arrested after authorities served a warrant for his alleged involvement in a murder case in this city on August 18, 2026.


The suspect, known by the alias “Noel,” is a resident of Barangay San Francisco, Cauayan City. Police served the warrant while he was being held at the Cauayan City District Jail in Barangay Cabaruan.


The operation was carried out by personnel of the Cauayan City Police Station, backed by operatives from the Regional Intelligence Division–Regional Tactical Group (RID-RTG), Provincial Intelligence Unit of the Isabela Provincial Police Office (PIU-IPPO), and the 2nd Isabela Provincial Mobile Force Company (2nd IPMFC).


The warrant was issued by the Regional Trial Court Branch 40 of Cauayan City, Second Judicial Region, in relation to a murder charge. The court did not recommend bail for the case.


Police Regional Office 2 (PRO2) said the arrest was part of its intensified campaign to track down wanted individuals and enforce warrants issued by the courts throughout the Cagayan Valley. Further, PRO2 Regional Director PBGen Mariano C. Rodriguez said law enforcement units would continue to intensify intelligence gathering and manhunt operations to ensure that wanted persons face the judicial process.


Rodriguez also emphasized that coordination among police units played a crucial role in the successful implementation of the warrant, reiterating that individuals with pending cases cannot evade the law indefinitely, as authorities continue efforts to locate and bring them before the courts.


The latest arrest came weeks after police also captured another Regional Most Wanted Person wanted for murder in Cauayan City.


Based on a report by Bombo Radyo Cauayan, alias “Edie” was arrested during a manhunt operation in Barangay Nungnungan 1 at approximately 11:15 a.m. on July 25, 2026.


Edie was also arrested through a court-issued warrant for a murder case with no recommended bail. He was subsequently placed under the custody of the Cauayan Component City Police Station pending his turnover to the issuing court, according to the report.


Meanwhile, Noel remains detained at the Cauayan City District Jail as authorities complete the necessary procedures for his appearance before the court.


PRO2 encouraged the public to assist law enforcement by reporting information about individuals with outstanding warrants, stressing that public cooperation can help authorities enforce court orders and ensure that wanted persons are brought before the proper judicial authorities.
