More support for Kalinga farmers as Sangguniang Panlalawigan approves Agricultural MOAs with DA-CAR

Tabuk City, Kalinga – Farmers’ groups in different parts of Kalinga may soon receive support for livelihood and agricultural development projects after the Sangguniang Panlalawigan (SP) approved several Memoranda of Agreement (MOAs) with the Department of Agriculture–Cordillera (DA-CAR).

During its session earlier this week, the Provincial Board approved Committee Report No. 32, series of 2026, endorsed by the Committee on Rules and Ethics chaired by Board Member Christopher Donaal.

The approved agreements involve the DA-CAR, represented by Regional Director Atty. Jennilyn M. Dawayan, and several Local Government Units (LGUs) and farmers’ and cooperatives’ associations (FCAs) in the province.

In its report obtained by Guru Press Cordillera, the committee explained that the proposed agreements cover the implementation of agricultural projects under the Livestock Economic Enterprise Development Program (LEED) of the DA.

As cited on the agency’s website, the program aims to provide assistance and livelihood opportunities to small-hold farmers in the country through agricultural support projects.

Included among the approved MOAs are FCAs from Tabuk City, Lubuagan, Pasil, Balbalan, Tinglayan, and Rizal.

These include the Bauko Binnaddang Association, Ileb Mannalon Association, Calaccad Binal-on Small Water Irrigation Association, Sukiap Agro Farmers Association, Organic Farmers Association, Bangad Indigenous Farmers Association, Balik Probinsya Farmers Association, and Babalag Agricultural Cooperative.

The SP committee report stated that the FCAs complied with the qualifications and procurement requirements under DA Memorandum Circular No. 09, series of 2025.

In view of the findings, the committee recommended granting authority to Governor James Edduba to enter into and sign the agreements on behalf of the Provincial Government of Kalinga.

The committee’s endorsement was unanimously approved by the members of the Sangguniang Panlalawigan and Presiding Officer Vice Governor Dave Odiem during their May 5 session.
