“Nakita yung mga sundalo na paakyat na… nagbibigay na kaagad ng glimmer of hope” – Mayor Silvestre Mosing on role of army during ST Uwan in Pasil, Kalinga

Tabuk City, Kalinga — In the aftermath of Typhoon Uwan, Pasil Mayor Silvestre Mosing, during the 4th Quarter Joint Provincial Peace and Order Council meeting at the Kalinga Sports Center Conference Hall on November 17, 2025, expressed gratitude to the Philippine Army for its crucial role in relief operations, acknowledging not only their recent response but also past assistance extended to the municipality.


At the said meeting attended by various local officials and uniformed personnel, Mosing said the efforts of the soldiers in relief operations and road clearing made sure that timely response needed by the people of Pasil was made possible.


“Napakahalaga yung ginawa nila yun, kasi at that time nga eh nasalanta na tayo, lubog na mga tao. Nakita nila yung mga sundalo na paakyat na nagbibigay na kaagad ng glimmer of hope dun sa mga tao, kaya ganun ang pasasalamat ng mga tao sa Pasil. Hindi lang sa relief operations also sa road clearing, that goes through to all uniformed personnel. Thank you so much to all,” said Mosing.


In their report, Pasil incurred heavy damages in agricultural structures of about P1,219,400.00, which included the Irrigation Communial System and Diversion Dam in Bagtayan and Dangtalan, respectively.


The municipality likewise incurred damages to agricultural crops worth P303,627.07 and P105,000.00 to agricultural machineries.


The super typhoon also left three totally damaged houses and 576 partially damaged ones, displacing thousands of individuals.


Pasil is one of the landslide prone municipalities in Kalinga and one of the towns that experienced widespread damage to road networks.


Pasil’s road-clearing operations remain ongoing, with the local government working closely with local disaster response teams to provide safety and connectivity to the community.
