Officials, Board of Directors of ISELCO II, asked to resign

Isabela, Philippines – The Officials and Board of Directors of Isabela II Electric Cooperative, Inc. (ISELCO II) are being petitioned to resign to give justice ‘to the cleansing and healing of the institution.’


The Isabela Consumer Watch Inc. filed said petition almost a week after Internal Audit Manager Agnes Palce was killed on May 26, 2022, by two gunmen riding a motorcycle.


Provincial Director of Isabela Police Provincial Office (IPPO), Colonel Julio Go revealed in an interview with a local radio station that the killing of Palce may be linked to the work of the victim.


The victim is the wife of Cauayan Regional Trial Court (RTC)- Branch 40 Judge Ariel Palce.


Palce discovers suspicious transactions


In his affidavit, RTC Judge Palce mentioned his wife allegedly discovered “numerous undocumented transactions and suspicious” withdrawals from the account of ISELCO II without supporting documents.


The judge further relayed that the ISELCO II General Manager David Siquian made a suspicious cash withdrawal amounting to P500,000. The victim’s report, however, indicates only half of the amount was returned.

Call for cleansing of Iselco II


In their petition, the Isabela Consumer Watch, Inc. stated that Palce served for 35 years in the cooperative and that the system of the institution that she loved and died for should be cleansed.


“Justice for the vision of all electric cooperatives: it is the common good that inspires the provision of reliable electricity, respectable consumer service, innovative energy solutions at fair and reasonable prices. Justice for all the consumers: it is their capital contributions that need to be safeguarded,” captioned June Castañeda, as he took to social media his petition.


Castañeda, a member of the consumer watch, is also a relative of the victim.


Killing of Palce, a solved case


Meanwhile, the killing of Palce is already considered by Colonel Go as a solved case. This is after the suspects Barry Bulan, 43, and his cousin Jervy Bulan, 36, who are both residents of Calamagui 1st, Ilagan City, were captured.


The General Manager of ISELCO II, David Siquian, and a Member of the Board of Directors, Michael Paguirigan, were likewise charged.


Colonel Go said that Bulan, the alleged gunman, revealed in his extra-judicial confession that Siquian and Paguirigan ordered Palce’s killing.


Member of Board of Director kills himself


On May 30, Paguirigan shot himself to death at 4:15 AM at their residence, as reported by her wife to Ilagan Police Station.
