Tinglayan, Kalinga – Farmers and residents of Barangay Buscalan, Tinglayan are expected to benefit from a more reliable water supply following the completion of a P20-million community irrigation system improvement project funded under the Local Government Support Fund–Financial Assistance to Local Government Units (LGSF-FALGU).

The project, which covered the improvement of all community irrigation systems in the barangay, was completed in April 2026 and is expected to benefit at least 868 residents, particularly farming households that rely on agriculture as their primary source of food and livelihood.

As one of Tinglayan's farming communities, Buscalan depends heavily on agriculture. With the improved irrigation systems now in place, farmers are expected to have a more stable and dependable water supply for their farms, helping ensure continuous crop production and contributing to greater food security in the municipality.

Following the completion of the project, the Municipal Government of Tinglayan, led by Mayor Charles Abay, expressed its gratitude to the LGSF-FALGU for providing the funding that made the project possible, saying the initiative reflects the government's commitment to uplifting the lives of residents and supporting farmers in far-flung communities.

"Tatta nga na-improved amin nga community irrigation system idiay Buscalan ket we expect nga it would highly benefit our constituents there, particularly our farmers. Isu nga daytoy iti maysa nga project nga in-priority tayo tapnu haan kuman nga agproblema dagiti mannalon tayo nu agpadanom da," Abay said.

In upland municipalities such as Tinglayan and other parts of Kalinga, community irrigation systems play a vital role in sustaining agriculture. They provide farmers with a dependable water source, especially during dry periods, allowing them to cultivate their fields more efficiently and reduce the risk of crop losses caused by insufficient irrigation. Improved irrigation also enables farmers to increase productivity, diversify their crops, and generate higher yields, ultimately improving household incomes, strengthening local food security, and supporting the province's agricultural economy.
