P5.4M housing assistance awarded to 66 disaster-affected families in Benguet

Tublay, Benguet – Through the Core Shelter Assistance Program (CSAP) of the Department of Social Welfare and Development, 66 families affected by the onslaught of Typhoon Pepeng in 2019 from Sitio Mamuyod, Ambassador, Tublay are now enjoying the P5,460,000 worth housing units grant by DSWD-CAR on Tuesday, January 11.


Typhoon Pepeng, in 2019, affected many in the Cordillera, destroying several homes and leaving casualties.


The assistance was made available to provide the victims with structurally strong shelter units that can withstand up to 220 kph wind velocity and earthquakes up to intensity 4 of the Richter scale.


DSWD-CAR held the turn-over with the presence of the CSAP beneficiaries, Local Government Unit of Tublay, Department of Social Welfare and Development Field Office Cordillera, Provincial Government of Benguet, and Officials of the Mamuyod Community Association.

Who are qualified for the assistance?


According to DSWD, those who can avail of the CSAP program are families whose houses have been totally destroyed by a man-made or natural disaster, not a recipient of any other housing assistance from any other individual groups or agency of government or non-government for the disaster in question and those that are included in the LGU master list based on the issued DSWD Disaster Assistance Family Access Card (DAFAC).


Components of the Housing Assistance Project


As for its components, families who are to avail of the program shall undergo social preparation which aims to provide or raise their awareness on their situations, why there is a need of this project, to solicit their active participation, and orient them on the significance of their participation.


Aside from the social preparations, other components also include food or cash-for-work assistance to support the needs of the beneficiaries and their families at the rate of 75 % of the daily regional wage, technical assistance in housing construction, and the provision of limited cash grants to cover the cost of housing materials to address the basic housing needs of the families with damaged houses due to disasters.

Areas of where the houses should be built


As one of the requirements, the area where the house should be built according to DSWD must not be prone to hazards and be certified as a safe area by DENR- Mines and Geo-Science Bureau (MGB), DOSTsPHILVOCS/PAGASA.


Access to transportation is also required while a minimum of 60 sq. meter home lot/shelter unit shall be allotted in the resettlement areas. Space for path walks and other community facilities shall also be provided.
