Pasil conducts public hearing for ‘No vax, no transaction’ policy

Pasil, Kalinga – To provide an opportunity for stakeholders to get their thoughts heard on the subject of 'No vax, no transaction' policy, the legislative body of Pasil held a public hearing on requiring the use of COVID-19 vaccination card in all government transactions in the locality.


The public hearing for the ordinance was held on February 11 at the Municipal Hall in Amdalao, Guina-ang, Pasil.


The aim of the ordinance is to beef up campaign on Covid-19 vaccination for the safety of the whole community and attainment of herd immunity.


While the municipal local government unit recognizes the right of individuals over their bodies and freedom of choice, it has a corollary duty to protect its inhabitants and promote their health and safety.

Conditions of the ordinance


Under the proposed ordinance, a client who refuses to be vaccinated or has a medical condition preventing him/her from getting vaccinated, shall present a negative result of Reverse Transcriptase – Polymerase Chain Reaction (RT-PCR) at their own expense, when transacting with the LGU.


A client who fails to present a COVID-19 vaccination card or its alternative shall not be entertained by the service providers in the government, especially at the Rural Health Unit.

Relaying the result of the public hearing, Councilor Ronnie Bawalan said the majority of the stakeholders agreed, but recommended some modifications.


He stated that the Municipal Health Officer, who was likewise present during the public hearing, expressed his support for the undertaking.

The Sangguniang Bayan member explained that the suggestions of the stakeholders will be incorporated and the council will hold another public hearing before the final approval and implementation of the measure.


Mayor Chao-ig Malannag urges support to the Covid-19 vax program


Mayor Alfredo ‘Chao-ig’ Malannag Jr. urged the communities to help by supporting the vax program and get vaccinated.


This, the Mayor said, shall prevent possible surges and uncontrolled transmissions.
