Pasil, first municipality in Kalinga to launch e-permit, licensing system

Pasil, Kalinga – The local government of Pasil headed by Mayor Alfredo ‘Chao-ig’ Malannag Jr. is the first municipality in Kalinga to launch the electronic Business Permits and Licensing System (eBPLS).


The eBPLS was launched on January 26, 2022 by Department of Information and Communications Technology – Kalinga personnel along with LGU officials at the Municipal Hall in Amdalao, Pasil.


According to the DICT-Kalinga, the launching of the eBPLS comes at an opportune time as face-to-face transactions are being limited to keep the public safe amid the threat of COVID-19.

The eBPLS, the department explained, allows taxpayers to file applications for new and renewal of business permits online, enabling the LGU to process the applications electronically.


End-users registering through the system need only to fill out the application form and upload documentary requirements.

The automation is a joint undertaking of DICT, Department of the Interior and Local Government (DILG), and the Department of Trade and Industry (DTI).


Designated BPLO and Municipal Treasurer Estemson Jose Barcellano, in an interview, disclosed that a municipal-wide dissemination among business establishments and barangay captains is needed before the full implementation.

The eBPLS would promote competitiveness and ease business transactions. Also, the online system is expected to generate more revenue resulting in the implementation of additional projects for the community.


Tabuk City launched eBPLS in 2021 and Pasil followed, making it the first municipality in the province to adopt the automation.
