Baguio POSD Head explains why his personnel issued traffic violation ticket to blind man

Baguio City – The Public Order and Safety Division (POSD) Head, Marvin Herrera, explains on radio why his personnel issued anti-jay walking ticket on November 21 to Madino Codasi, a visually impaired resident of La Trinidad.


According to the radio interview of Bombo Radyo Baguio, Herrera pointed out that Codasi is not deaf, and not totally blind since he can still see.


He further explained that the assigned POSD enforcer warned Codasi and his companion multiple times that crossing in the area is strictly prohibited but still, Codasi run and crossed the street.


Herrera added that his personnel know how to determine those who are in need of help and those who are violating rules in the city.


He said, if the said resident is totally blind, with a cane then the enforcer would understand and would have even helped him.


With the incident, he hopes violators will learn their lesson and would not make excuses to play as the victim, they should face the consequence and pay fines instead.


Moreover, POSD will continue implementing their mandates for the community and for the city's welfare.
