‘Stray animals will be caught, impounded. Owners to be penalized.’ - Lubuagan Police

Lubuagan, Kalinga — Sustaining the implementation of the ordinance prohibiting stray animals in the municipality, the Philippine National Police Lubuagan has given pet owners a week to comply before they catch and impound stray animals in public places starting July 20.

Deputy Chief of Police, Police Lieutenant Constancio Rosito, in an interview, said that there is an existing municipal ordinance prohibiting stray animals since 2019; however, pet owners seem to have forgotten about it.


With this, they visited all barangays to remind them of the ordinance and its implementation. He said that after the one-week lee-way for the information drive, there will be a team from the police and the Department of Agriculture who will be impounding stray animals caught roaming.


Rosito said that while stray pigs are no longer a problem in Lubuagan, there are still few large cattle and dogs seen in the major thoroughfares.


“Pangaasi tayo ta itali tayo manen dagiti aso tani naliwayan tayon sa manen nga nu nakalubos da idiay kawar ket binay-an tayo lattan, haan tayo manen insubli nga tiniliw,” he appealed.

Content of the Ordinance


The Municipal Ordinance No. 4 series of 2019 or “the Anti-Astray Animal Ordinance of the Municipality of Lubuagan” was crafted in 2019 in order to adhere to the sanitation program of the local government unit of Lubuagan and to reduce ‘animal feces borne illnesses’.


It said that owners who allow their pets and animals to roam around in public and other areas shall be held liable and pay P2,500 for the first offense or spend a month in prison, 2 months of imprisonment for the second offense, and 3 months jail time for 3rd and succeeding offenses.


The Philippine National Police and the Rural Health Unit are the leading agency for the implementation of the ordinance while the barangay officials are enjoined to give their full support, assistance, and cooperation.
