Tabuk City Legal Officer denies certification of MOA between City LGU and Atty. Casiw

Tabuk City, Kalinga – City Legal Officer of Tabuk, Atty. Arthur G. Kub-ao, asked the members of the Sangguniang Panlungsod to reconsider Resolution No. 002 series of 2022, authorizing the City Government Unit of Tabuk to enter into a Memorandum of Agreement (MOA) with Atty. Blair Casiw as the Commissioned Notary Public to the former.


In a letter dated February 7, 2022, Kub-ao wrote advising the city council that he did not issue the subject certification.


This is as opposed to the whereas clause of the resolution stating that “the City Legal office certified that the proposed Memorandum of Agreement relative to the engagement of the services of Atty. Blair G. Casiw as the Commissioned Notary Public to the City Local Government Unit of Tabuk has complied with the legalities set by law.”

Kub-ao affirmed that, if indeed there was certification issued by the City Legal Office, the same was issued without his consent or authorization.


“Further, it has been the practice of the City that fees relative to the payment of notarial services for documents involving the City Government will be charged under the Legal Fees Account at the City Legal Office. Hence, to allow Resolution No. 002 to take effect would be to authorize the disbursement of a fund under the legal office without the undersigned’s knowledge,” reads the letter of the city legal officer.

The august body presided by Acting City Vice-Mayor, Atty. Zorayda Mia Wacnang, during their February 10 regular session, called for the appearance of Kub-ao and Atty. Joy Gamonnac on their next session scheduled on Thursday, February 17, 2022, at Las Vegas Hotel and Restaurant.
