Tinglayan town backs BJMP mandate, donates land for new jail facility

Tinglayan, Kalinga – A jail facility will soon rise in the Municipality of Tinglayan following the donation of a parcel of land by the Municipal Local Government Unit (MLGU) to the Bureau of Jail Management and Penology (BJMP).


The LGU, headed by Mayor Charles Abay and Vice Mayor Alexander Malasi, formally turned over the donated lot to the BJMP, represented by BJMP Cordillera Regional Director JCSupt. Delvic Oreiro, on March 4, 2026, at the Municipal Gymnasium in Poblacion.


The parcel of land, located in Barangay Ambato, will serve as the future site of a jail facility in the municipality. The donated lot serves as the MLGU’s counterpart for the project, while the BJMP is expected to fund the construction of the building.


Mayor Abay said the LGU donated the land to support the BJMP’s mandate to ensure the humane safekeeping and development of persons deprived of liberty (PDLs) through programs on livelihood, education, health, and psychological services, which help facilitate the rehabilitation and reintegration of PDLs into the community.


As of this writing, no timeline has yet been announced for the start of the facility’s construction.


Meanwhile, aside from the turnover of the donated lot, a ceremony was also held to formally adopt Oreiro as a native son of Tinglayan, conferring on him the name “Katangka.”
