‘We are more than willing to assume responsibility’ – Gov. Tubban on creation of PAFES in Kalinga

Tabuk City, Kalinga – Governor Ferdinand Tubban conveyed that the local government units in Kalinga are more than willing to assume the responsibilities given them with the establishment of the Province-led Agriculture and Fisheries Extension System.

Tubban, in his message during the orientation and signing of the Memorandum of Agreement for the institutionalization of the Province-led Agriculture Fisheries Extension System or PAFES in Kalinga this March 22, 2022, mentioned that the program is in line with the devolution transition plan of Kalinga, which they have recently proposed.

“I was informed that the extension services of the Department of Agriculture will be devolved to the local government unit as an offshoot of the Mandanas ruling, so we are to create and establish the PAFES,” he said.


Tubban added that considering the benefits of the program in the agriculture sector of the province, Kalinga is more than willing to accommodate the responsibility to implement the programs, which are to be executed at the grassroots level.

“I believe that this PAFES is in line with our DTP [devolution transition plans], agriculture and fisheries services. Considering the benefits of this program, we at the LGUs is more than willing to accommodate this proposal to assume responsibility,” he said, adding that the DA will still be assisting the LGUs until 2024.


Meantime, the governor expressed his appreciation to the Department of Agriculture for their continuous support and assistance to the Province of Kalinga, citing that recently around 13,000 rice farmers have received P5,000 cash from the Rice Farmer Financial Assistance program.
