“Without peace, there can be no true progress” -Tinglayan Mayor Abay during Kalinga’s State of Stable Internal Peace and Security declaration

Tabuk City, Kalinga – Tinglayan Mayor Charles Abay, during the declaration of Kalinga under the State of Stable Internal Peace and Security (SSIPS) on Tuesday, May 12, emphasized that there can be no progress without peace and security.


In his speech during the event, Abay said progress becomes possible only when the government, security forces, and communities work hand in hand toward achieving peace and stability.


He stressed that peace is not merely a condition but the very foundation of development, saying it directly affects growth, opportunities, and the future of communities.


“This declaration is a powerful symbol of what we can achieve when government, communities, law enforcement agencies, and the indigenous people work together with one vision: peace, unity, and progress… We recognize that peace and security are the foundations of sustainable development. Without peace, there can be no true progress. But with peace, opportunities grow, investments come in, public services improve, and our people gain a brighter future,” Abay stated.


For Abay, the declaration is not only a recognition of stability but also a tribute to the sacrifices of those who helped protect communities and uphold peace and order in the province.


“...we honor not only a transition but also the sacrifices of those who have dedicated their lives to defending our communities, our democracy, and promoting the rule of law among our people,” he added.


Concluding his message, the local chief executive reaffirmed his commitment to support programs that will sustain peace, strengthen community participation, and empower the iKalinga youth.


“We therefore reaffirm our commitment to support all programs and initiatives that will sustain this stability, strengthen community participation, empower our youth, and preserve the dignity of our province. May this milestone inspire every Kalinga citizen to continue becoming partners in nation-building, guardians of peace, and champions of responsible leadership,” Abay added.


Under the leadership of Abay, Tinglayan received a plaque during the event in recognition of the local government unit’s support in sustaining peace and stability in Kalinga.
