₱1,000 MONTHLY AID FOR SOLO PARENTS: Tinglayan ordinance under Kalinga SP review

TABUK CITY, Kalinga — Solo parents in Tinglayan may receive ₱1,000 in monthly cash assistance under a proposed municipal ordinance now being reviewed by the Sangguniang Panlalawigan (SP) of Kalinga.

The proposed assistance is intended to provide additional financial support to qualified solo parents who shoulder the responsibilities of raising and providing for their children on their own.

The measure, Municipal Ordinance No. 07, series of 2026, was taken up during the SP’s 35th regular session on September 8, presided over by Vice Governor Atty. Dave Odiem.

₱1,000 every month

Titled “An Ordinance Granting a Monthly Cash Subsidy in the Amount of One Thousand (₱1,000.00) Pesos to Qualified Solo Parents in the Municipality of Tinglayan,” the measure seeks to provide qualified beneficiaries with ₱1,000 monthly.

Such assistance could help solo parents meet some of the recurring expenses involved in raising children, including food, school needs, transportation and other basic household requirements.

For solo parents who rely on limited or irregular income, even modest but regular financial assistance can help ease the burden of meeting their families’ daily needs.

The ordinance was enacted by the Sangguniang Bayan of Tinglayan, headed by Vice Mayor Alexander Malasi, and was submitted to Mayor Charles Abay as part of the municipal legislative process.

After receiving the mayor’s approval, the measure was forwarded to the provincial board for review before it can be implemented, subject to compliance with legal requirements and the availability of funds.

Now under SP review

During the September 8 session, the SP unanimously referred the ordinance to the Committee on Rules and Ethics, chaired by Board Member Atty. Christopher Donaal.

The committee will examine the measure’s compliance with existing laws, rules and regulations before submitting its findings and recommendations to the full provincial board.

Under the Local Government Code of 1991, provincial boards review ordinances passed by municipal and city councils to determine whether these are within the powers of the local government and consistent with the Constitution, national laws and applicable regulations.

The review also helps ensure that the proposed use of public funds complies with legal requirements.

If approved and implemented, the Tinglayan ordinance would provide qualified solo parents with ₱1,000 in regular monthly assistance, adding another layer of local government support to parents who carry the responsibility of raising their children largely on their own.
