2 Tinglayan barangays, 1 in Balbalan won provincial search for healthy barangay

Tabuk City, Kalinga – With a score of 96 percent from the evaluation committee in the Search for Healthy Barangay in the province, Barangay Poblacion of Tinglayan snatched the first place for this year’s competition for new entries, besting other three contenders from other municipalities in the province.


Also, Barangay Ambato of Tinglayan tied with Barangay Ab-abaan, Balbalan for the sustainability category, garnering 95 percent as their scores.


Provincial Nutrition Committee Coordinator Kristal Gail Dacio said that contenders for the sustainability category were the winners of the previous search for healthy barangay for the last five years or more.



“Sustainability kasi nanalo na sila way back, 5 years ago or more tapos iche-check natin kung na-sustain ba nila na healthy barangay sila, kung na-sustain nila yung mga indicators na healthy pa rin sila,” she said.


Indicators of a healthy barangay as required for said program are good governance and service delivery of the barangay local government unit.


Good governance (36 %) indicators are the presence of plans, budget support for social services and infrastructure, implementation of full disclosure policy, presence of functional barangay-based organizations/committee, established BLGU office, presence of ordinance and its implementation, and best practices with complete documentation.


For service delivery which is 64% of the total score, it comprises the availability of water supply, sanitary toilet with waste disposal systems, income generation, peace and order and public safety, availability of health services, health practices implementation, nutritional status of the population, maternal and child morbidity and mortality rates and the provision of services to its constituents.


Awards will be given in the form of a grant upon submission of the proposal from the winning barangays for community development.


Poblacion and Ambato of Tinglayan and Ab-abaan Ab-abaan, Balbalan shall be receiving projects amounting to P70, 000.00 each.

Second place winners for the new category, Poblacion Balbalan and Lower Taloctoc Tanudan, on the other hand, shall be receiving projects amounting to P50,000 pesos each.


In an interview with Mayor Sacrament Gumilab of Tinglayan, he attributed the achievement of their municipality in winning said search to the concerted efforts of the community, barangay and municipal officials, and the members of the Solid Waste Management Committee in the implementation of programs, particularly those related to the criteria for said search.


The program which is funded by the Provincial Local Government Unit under the 20 percent development fund was institutionalized in 2006 through Provincial Ordinance No. 2006-026.
