Are you a displaced worker affected by the pandemic? You might be eligible for P5,000 cash aid



Tabuk City, Kalinga – The Department of Labor and Employment-Kalinga is reminding affected establishments and displaced workers, following the classification of the province under Alert Level 4 to submit an application to avail of the COVID-19 Adjustment Measures Program (CAMP3) of the department.


CAMP3 is a safety net program of the government that provides one-time financial assistance amounting to P5,000 to affected workers in the formal sector due to the COVID-19 pandemic and declaration of Alert Level 3 or higher in various areas in the country.

Emmanuel Barcellano, Senior Labor Employment Officer of DOLE-Kalinga, said in an interview that those who can apply for the program are individual workers who were displaced or suspended during the implementation of the Alert Level 3 and eventually, Alert Level 4 in the province. Private establishments that made a temporary or permanent closure can also apply for their displaced workers.


Barcellano said government employees and beneficiaries of DOLE-DOT CAMP Odette+ are excluded from the program.

Eligibility and documentary requirements


Under DOLE Department Order No. 232 series of 2022, affected establishments under Alert Level 3 or higher shall submit an online report of temporary or permanent closure covering January 2022 and onwards through the DOLE Establishment Reporting System (ERS). They shall also submit the latest payroll or other alternative documents stated in DOLE Labor Advisory No. 12-A, series of 2020.


For affected workers, they may apply individually upon submission of the following documentary requirements:

Clear photo of the applicant holding a valid government-issued ID;

b. Duly notarized proof of unemployment (i.e. Certificate of employment, Notice of Termination. Notarized Affidavit of Termination of Employment, or Notice of Temporary Lay-off) covering the period of Alert Level 3 or higher in the area.


Workers or employees who are already applied for by their respective employers or establishment are barred from submitting individual applications.


Applications with complete documentary requirements shall be submitted online through https://reports.dole.gov.ph/ and shall be evaluated by DOLE Regional Office. Ineligible applicants shall receive a denial of the application.
