Balbalasang, Balbalan National Park ratified as Banao Protected Landscape

Tabuk City, Kalinga―Barangays Balbalasang, Talalang, and Pantikyan in the Municipality of Balbalan as protected area have been declared for approval thru the Committee on Natural Resources online hearing represented by Congressman Allen Jesse Mangaoang.


Congressman Allen Jesse Mangaoang filed the said House Bill 7149 also known as Banao Protected Landscape Act of 2020 which sought for the declaration of the Banao Protected Landscape situated in Barangays Balbalasang, Talalang, and Pantikyan, all in the Municipality of Balbalan, Province of Kalinga as a protected area.


He stressed that the Balbalasang, Balbalan National Park was declared as a national park in 1972 by virtue of Republic Act (RA) 6463, An Act declaring the Barrio of Balbalasang, Balbalan, Kalinga-Apayao as a Tourist Resort, setting aside certain portions of the Public Domain therein as a National Park.


However, said area is not included in the list of protected areas established under RA 11038, An Act declaring Protected Areas and Providing for their Management, Amending for this Purpose Republic Act No. 7586, otherwise known as the “National Integrated Protected Areas System (Nipas) Act Of 1992”.


Furthermore, he said the bill aims to protect the areas and natural reserves in the country as this unique place is slowly succumbing to pollution, destructive human exploitation, and effects of climate change.


“Without continuing legal protection and an establishment, and an established management and mechanism for protection, this place would be further exploited, destroyed, and ultimately and can be lost to us forever. However, in order not to be established and be of the significance and urgency of this measure we ask for the early approval of this bill,” he said.


As there are no more contestable issues and there are no disputable issues, the bill was therefore approved by the committee.
