Baguio City, Philippines – Contrary to earlier reports, the blast that injured 14 individuals in Lower Magsaysay at around 3:15 a.m. on Monday occurred in an illegal gambling den, not a snack house, as confirmed by Mayor Benjamin Magalong.

Preliminary findings from the police indicate that the incident stemmed from an altercation involving an intoxicated miner who allegedly harassed a snack shop caretaker in the area. Bystanders came to the defense of the female caretaker and mauled the suspect, who then left but later returned and allegedly threw a suspected improvised explosive device.

The 32-year-old suspect from Ucab, Itogon, Benguet, was arrested by responding authorities. Victims who sustained minor injuries were brought to nearby hospitals and were later discharged.

The explosion was initially reported to have occurred in a snack shop, but the mayor, citing a city police report, clarified that it took place in a gambling den operating a “drop ball” game. He also ordered police to shut down the establishment and monitor similar operations in the area.

The city official emphasized that the incident is an isolated case and not an act of terrorism.

City Council Moves to Probe Incident

On Monday, the Sangguniang Panlungsod passed a resolution calling on concerned authorities to review any business permits or licenses that may have been issued, file appropriate charges against those involved, and order the immediate closure of the premises if unlawful activities are confirmed.

The measure’s author, Sangguniang Kabataan Federation President John Rhey Manangeng, stressed that such illegal operations are prohibited under existing laws and local ordinances and are often linked to criminal activity and financial strain on families.

Magalong added that allowing such activities undermines long-standing efforts to promote integrity, discipline, and social responsibility among residents, in line with Baguio’s identity as the “City of Character.”
