ELCAC project completion in Lubuagan expedites delivery of government services

Lubuagan, Kalinga - Delivery of services to citizens of the Municipality of Lubuagan will be more accessible with the provision of three infrastructure projects - communal toilet, Payao Water Works System, and a Health Center - that will soon be completed.

The three projects were funded by the Office of the Presidential Adviser on the Peace Process (OPAPP) under the Barangay Development Program (BDP) of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).

“Ang mga patapos na ELCAC projects (ay yung) Communal Toilet sa Western Uma, at yung Payao Water Work System sa Lower Uma. Meron din tayong Health Clinic Center sa Barangay Upper Uma na sinisimulan na [sic],” MPDC Head Officer Aileen Melody Alyaon said.

Alyaon disclosed that the overall construction of the Communal Toilet with amenities is worth P498,736.26, the Payao Water Work System is worth P999,699.84, and the Health Center is P1,000,000.00.

The projects are expected to serve around 2,865 iLubuagen in the three less communist-influenced barangays.

With the completion of the ELCAC projects, the communities shall have clean and potable water, improved proper sanitation, and immediate health care services.


Mayor Charisma Anne Dickpus conveyed her appreciation for the construction of the infrastructure projects, adding these are proofs that the government is serious in its promise to assist citizens even to those in the most far-flung areas.

“We are pleased with the awarded projects. Dakkel iti tulong na daytoy kadagiti kailyan karkaru ta pang-long term. Maysa daytoy a proweba iti gandat iti gobyerno a mangipaay iti tulong kadagiti tattao,” Mayor Dickpus said.

The Mayor hopes that the community will maintain and protect the projects for them to enjoy the continuity of service to all levels of its society.
