Gov. Edduba to Kalinga civil servants: ‘Make every act of public service count’

TABUK CITY, Kalinga — Government service should be more than holding a position—it should be an opportunity to make a meaningful difference in the lives of the people, Governor James S. Edduba said as Kalinga formally opened its 126th Philippine Civil Service Anniversary (PCSA) month-long celebration on September 7, 2026, at the Kalinga Sports Center.

Edduba’s message, delivered by Provincial Administrator Teddy Gullay, challenged civil servants to serve with “puso, dangal, at galing,” emphasizing that every government employee represents the government in the communities they serve.

“Our work is different from an ordinary job because it carries with it the responsibility to serve our people,” Edduba said through Gullay.

He urged government workers to bring puso sa serbisyo by serving with kindness, patience, understanding, respect, courtesy, and genuine concern for every citizen they encounter.

He also emphasized dangal sa tungkulin, calling on civil servants to uphold honesty, integrity, fairness, and accountability as the foundation of public trust.

Beyond these values, Edduba encouraged government employees to pursue galing sa paglilingkod by continuously learning, improving systems, embracing innovation, and working together to make government services more efficient, accessible, and responsive.

The governor reminded civil servants that government positions should not simply be viewed as titles or positions of authority but as opportunities to serve and leave a positive mark on the community.

“Let us not simply occupy the position. Let us fulfill a vision. Our position may be temporary, but the impact of our service can be a lasting mark on the people we serve,” he said.

Edduba also stressed that the strength of government depends on every worker who performs his or her duties with commitment and compassion, whether in the provincial government, local government units, or national government agencies.

The opening ceremony was attended by representatives from the province’s LGUs, mayors and their representatives, and various national government line agencies, including Civil Service Commission-CAR Assistant Regional Director Ruben Wacas who delivered the keynote message.

The PCSA celebration serves as an annual opportunity to recognize the contributions of government workers, promote excellence and integrity in public service, and strengthen the commitment of civil servants to serving the Filipino people.

This year’s celebration carries the theme “Saludo sa mga Lingkod Bayani: Kabalikat sa Bagong Pilipinas,” highlighting the vital role of civil servants as partners in nation-building and as dedicated public servants whose everyday work contributes to better communities.

For Kalinga’s civil servants, Edduba’s message served as a reminder that meaningful public service is not measured only by accomplishments or positions held, but by the lives touched, trust earned, and lasting difference made through genuine service to the people.
