Kalinga Bodong Council holds IEC on “Pagta, the Law of Bodong” update

Tabuk City, Kalinga – Members of the Provincial Bodong Council of Elders (PBCE) have been conducting information and education campaign (IEC) to Bodong or Peace-pact leaders and members of the different municipalities to update the “Pagta” or the Law of Bodong.


After Pinukpuk and Pasil, the council also met the peace-pact leaders of Rizal for said IEC on November 18 at the Sangguniang Panlalawigan Hall, Capitol Hill, Bulanao, Tabuk City.


Bodong leaders from other municipalities also attended the event.


“Pagta,” as explained by the Chairman of PBCE, William Puday Sr., has been practiced by the forefathers of Kalinga as a guide to maintaining peace and harmony when tribal conflicts arise.


This has been passed for generations until Kalinga Bodong Congress, Inc. (KBCI) adopted the codified “Pagta” on September 13, 1998, at the auditorium of then BIBAK National Agricultural School, Bulanao, Tabuk City.


The provisions of the Law of the Bodong have been amended, while some were added to adapt to the emerging issues. The last amendment was done after deliberations on September 13, 2013, at Ileb, Nambaran, Tabuk City.


“Tatta, gapu ta tinawen, adu dagiti dapat a ma-amendaran, adu dagiay dapat nga inayun a maiyala ti sitwasyon iti tatta a tiyempo, isu daytoy ti kaadda tayo tatta,” Puday said.


Provincial Legal Officer Atty. Ken Emery Martinez further stressed that “there is indeed a necessity to conduct IEC for the purpose of ensuring the perpetuation of our culture and tradition that bind our society together.”

“It is said that when culture and tradition are not passed to the younger generation or do not evolve to respond to the need of the present and trying times, they weaken and later on forgotten,” Martinez added.


Governor Ferdinand Tubban, in his message delivered by Executive Assistant, Elizabeth Balais II, expressed gratitude to the PBCE for spearheading the activity and to the present leaders and members of the peace pact for showing their love and respect toward the Bodong system.


The sound recommendations or collated ideas, he said, shall be presented to KBCI as the biggest governing body of the Kalinga Bodong System.

According to Puday, after all municipalities have undergone IEC, the PBCE shall consolidate suggestions raised, “agbalin tu a maymaysa a libro nga isu ti ipatungpal tayo ti whole province of Kalinga.”
