Kalinga now has access to cheaper rice from NFA after MOA approval

Tabuk City, Kalinga — Relief efforts in Kalinga, especially for those affected by Super Typhoon Uwan, received a further boost after the Sangguniang Panlalawigan unanimously approved a Memorandum of Agreement (MOA) between the Provincial Government and the National Food Authority (NFA), allowing the PLGU to procure cheaper rice stocks from the agency during calamities.


Upon receiving the transmittal from the Office of the Governor, the Committee on Agriculture, chaired by Board Member Julius Amla, convened on November 13 for review and proper deliberation.


During the regular session of the august body on Tuesday, November 18, the Committee on Agriculture emphasized that the MOA aims to ensure the timely procurement and availability of rice stocks for relief operations during calamities and emergencies.


After discussions, Amla and committee members—including Board Members Camilo Lammawin Jr., Christopher Dona-al, and Michael Karel Sugguiyao—approved and endorsed the MOA to the Sangguniang Panlalawigan for formal adoption.


Following further review, Vice-Governor Dave Odiem and the rest of the board officially approved the agreement, paving the way for the PLGU to legally and formally enter into the partnership with the NFA.


The MOA grants the PLGU access to quality NFA rice at significantly reduced prices—P33 per kilo for fresh stocks (zero to three months old) and P29 per kilo for older stocks (more than three months old).


To recall, Governor James Edduba requested the immediate approval of the agreement just two days after the Provincial Legislative Council, led by Vice-Governor Odiem, declared Kalinga under a state of calamity on November 11, following PDRRMC reports on the extensive damage caused by the typhoon across the province.
