Tabuk City, Kalinga – The Provincial Government of Kalinga has once again demonstrated its commitment to good governance after emerging as the top local government unit nationwide in the timely submission of its Electronic Statement of Receipts and Expenditures (eSRE) for the first semester of 2026.

The nationwide recognition was announced by Provincial Treasurer Ma. Theresa G. Basitao during the Provincial Government's regular Monday Flag Raising Ceremony on July 20, where she credited the achievement to the collective efforts of provincial offices in ensuring prompt compliance with the financial reporting requirements of the Department of Finance (DOF) through the Bureau of Local Government Finance (BLGF).

The eSRE is one of the most important financial reporting systems required of local government units, serving as the official record of an LGU's receipts and expenditures. The report enables the BLGF to monitor and evaluate the fiscal health, financial performance, and overall fiscal capacity of provinces, cities, and municipalities across the country.

Timely submission of the eSRE reflects more than compliance with government regulations.

It signifies that an LGU maintains accurate financial records, exercises sound fiscal management, and upholds transparency and accountability in handling public funds. It also allows the national government to make timely assessments that guide policy decisions, fiscal planning, and the allocation of resources, while reinforcing public confidence in the local government's financial stewardship.

"The Provincial Government of Kalinga ranked first in the entire nation in the submission of the eSRE for the first semester of 2026 to the Department of Finance through the BLGF.

Daytoy nga eSRE ket isu ti mang-monitor ti financial performance ti LGU. I-assess na dagitoy, kuna tayo, nga fiscal capacity ti maysa nga LGU ken overall financial capacity of LGUs. So congratulations to everyone for another achievement," Basitao said.

Basitao said the recognition reflects the Provincial Government's unwavering commitment to transparency, accountability, and excellence in public financial management.

The Office of the Provincial Treasurer likewise reaffirmed its commitment to continuously strengthening Kalinga's local revenue system through efficient revenue collection, responsible fiscal administration, and timely financial reporting.

For the Provincial Government, being recognized as the first among all local government units in the country is more than an administrative accomplishment—it is a testament to Kalinga's continuing pursuit of good governance and its dedication to ensuring that every public fund is managed responsibly for the benefit of every iKalinga.
