TABUK CITY, Kalinga – Kalinga Vice-Governor Atty. Dave Q. Odiem earned an 88.7 percent trust rating, placing him among the top 10 provincial vice-governors in the Media People’s Choice – Sigaw ng Bayan National Trust Survey.

In the results released by Sigaw ng Bayan on November 6, Odiem ranked seventh among the 15 provincial vice-governors featured in the list. He shared the position with Marinduque Vice-Governor Romulo A. Bacorro Jr., who also received an 88.7 percent rating.

Odiem is no stranger to the position. Before his current term, he served as Kalinga vice-governor from 2019 to 2022, following nine years as a member of the Sangguniang Panlalawigan.

He returned to the post after winning the May 2025 elections with 44,033 votes.

His years in provincial government have given him experience in working with local officials and addressing concerns affecting the province and its communities.

In an interview with Guru Press Cordillera, Odiem said his years in public service have taught him that earning people's trust requires consistent effort and genuine attention to their concerns.

He described the recognition as an encouragement to remain committed to serving Kalinga and responding to the needs of its communities.

“For me, public trust is not measured by recognition alone. It is built through the work we do every day, by listening to our people, understanding their needs, and making sure that their concerns are heard. This recognition inspires us to continue serving Kalinga with sincerity and commitment,” Odiem said.

The Philippines has 82 provinces, each with its own provincial government. Odiem's inclusion among the top 10 officials in the published survey brings recognition to Kalinga in the national assessment.

Leading the list was Negros Oriental Vice-Governor Cezanne Fritz H. Diaz with 92.3 percent, followed by Pampanga Vice-Governor Dennis “Delta” G. Pineda with 91.7 percent and Isabela Vice-Governor Francis Faustino “Kiko” A. Dy with 91.1 percent.

Other officials included Benguet Vice-Governor Marie Rose Fongwan-Kepes with 90.5 percent, Abra Vice-Governor Ana “Anne” Marie A. Bersamin with 89.9 percent, and Bukidnon Vice-Governor Clive Dadole Quiño with 89.3 percent.

According to the survey details released by Sigaw ng Bayan, the assessment was conducted from October 1 to 15, 2026, and covered 50,000 respondents nationwide.
