TABUK CITY, Kalinga – Four individuals facing carnapping and frustrated murder charges were arrested by the Highway Patrol Group (HPG)-Kalinga during its law enforcement operations from January to October 2026.

Based on the unit's 10-month accomplishment report, two of the four suspects were arrested through warrants of arrest, while the other two were apprehended without warrants.

One of those arrested through a warrant was wanted for carnapping, while the other was facing two counts of frustrated murder.

The two individuals arrested without warrants were separately involved in carnapping cases.

The identities of the four arrested individuals were not disclosed in the report. They are currently under the custody of the Bureau of Jail Management and Penology (BJMP) while their cases undergo legal proceedings.

Under Section 5, Rule 113 of the Rules of Criminal Procedure, police may make warrantless arrests under specific circumstances, including when a person is caught committing an offense, when an offense has just been committed and the arresting officer has personal knowledge of facts indicating the person's involvement, or when an escaped prisoner is apprehended.

HPG-Kalinga, under the leadership of Police Captain Jordan L. Bongat, continues to conduct highway patrol and law enforcement operations across the province, targeting individuals involved in vehicle-related crimes and other offenses.

Bongat said the unit would sustain its operations against criminal activities while strengthening road safety and protecting motorists and other road users.

“We will continue to pursue individuals involved in carnapping and other vehicle-related crimes and intensify our efforts to recover vehicles reported stolen or involved in illegal activities,” Bongat said in Ilocano during an interview with Guru Press Cordillera on November 3, 2026.
