Lubuagan water system project reaches Sitio Payao, Lower Uma

Lubuagan, Kalinga – Residents of Sitio Payao in Lower Uma could now access potable water with the completion of the new water supply system in said small village in Lubuagan.


The water supply system passed its final inspection by the Lubuagan Municipal Local Government Unit and the Department of the Interior and Local Government Kalinga last March 8, 2022.


Municipal Planning and Development Coordinator Ailleen Alya-on said that the water system is an End Local Communist Armed Conflict (ELCAC) project. The barangay of Lower Uma was once categorized as less influenced barangays before its recent clearance from the Armed Forces of the Philippines.

The project was given P1 million funding by the Office of the Presidential Adviser on Peace Process.


Alya-on said that water supply system is among the identified priority need of Sitio Payao which has 21 households as per 2015 Community-Based Monitoring System.


“Isu iti need iti Payao. Idiay nga area isu iti talaga a request da,” she said, recounting that the water source in the area was destroyed by Typhoon Lawin in 2016.

The Municipal Planning and Development Coordinator further said that the project was delayed a little bit because they had to conduct many tests in the area in search of a potable water source for the community.


“Kaya pinapa-test namin yung water source for the safety of the people,” she explained.


When they finally found the source, it was then the project was implemented to Sitio Payao, which is said to be a geographically isolated area, as they have to walk through a foot trail and cross the Pasil River through a hanging bridge to get to the community.
