OCD, World Bank train Lubuagan to craft Disaster Rehabilitation and Recovery plan

Lubuagan, Kalinga — The Municipality of Lubuagan is set to craft their disaster rehabilitation and recovery plan after their officers completed the 15-day ‘Ready to Rebuild: Disaster Rehabilitation and Recovery Program’ training on April 11, 2022.


Anderson Batnag, Lubuagan Municipal Disaster Risk Reduction Management Officer, informed that the Office of Civil Defense and the World Bank conducted the said training from March 28 to April 11.

Batnag explained that among the highlights of the 15-day training include stakeholder mapping; training on the creation of rehabilitation and recovery committee and rehabilitation and recovery framework specifically for post disaster; and the disaster risk financing strategy.


The Municipal Disaster Risk Reduction Management Officer explained that the training aimed to equip more the local government unit to deal with the aftermaths of disasters such as rain induced landslides, typhoons, and severe winds.

Now that they have completed the training, Batnag said that the municipality can now make their rehabilitation and recovery plan and program to address post disaster incidents which soon will be included in the Local Disaster Risk Reduction and Management plan.


“Naka-graduate tayo idiay, addan iti training tayo isunga mabalin kamin tun iti agaramid iti Committee for Recovery and Rehabilitation. From that committee, i-identify min tu dagiay stakeholders, PPA [Programs, Projects and Activities] for recovery,” he conveyed.

The offices from Lubuagan local government unit who participated in the training include the MDRRMO, Municipal Agriculture Office, Municipal Engineering, Municipal Social Welfare and Development, Municipal Budget, and the Municipal Planning and Development Office.
