P91.8M DA-PRDP segment 2 FMR in Besao up for awarding of contract

Besao, Mountain Province – The construction of the second segment of the improvement of Besao-Nacawang (Segment 1) and Tadian-Mabalite (Segment 2) farm-to-market road in this province is expected to begin soon as it is now up for the awarding of contract.


In a press release, the Department of Agriculture-Philippine Rural Development Project’s (DA-PRDP) disclosed that said 4.154-kilometer Tadian-Mabalite road section amounts to P91.857 million.


The report revealed that the project was earlier approved, but was terminated and repackaged after variation of cost estimates were made during its first bidding.


“This was one of the first road projects that we had (under PRDP) and during the period of the first bidding, there were variations in the cost estimates,” said Atty. Jennilyn M. Dawayan, DA-CAR Regional Technical Director and Procurement Head of the PRDP Regional Project Coordination Office-CAR (RPCO-CAR).

Among the changes done for the repackaging include decrease of the previously approved road length which is 11,77 km to 4.154 km, expansion of its width from four to five meters, changing of cost estimates and its economic and financial analysis (EFA), among others.


According to Rigi May B. Copatan, Social and Environmental Safeguards (SES) Officer of the RPCO-CAR, the agency conducted validation and series of consultation activities with the sub-project’s recipients and project affected persons (PAPs) prior the repackaging.


“It is important for consultations to be conducted for the beneficiaries, the primary users of the road, to inform them of the changes in the design and specifications of the sub-project,” she said.

Said project when completed is seen to facilitate the safe and fast delivery of agricultural products from the towns of Tadian and Besao as well as the other municipalities to the commercial areas.


The road section will benefit the seven barangays of Tadian namely Mabalite, Batayan, Bantey, Sumadel, Masla, Duagan and Lubon.


“The FMR subproject will likewise complement the operations of the Mountain Province Arabica Coffee Enterprise which is also implemented under the DA-PRDP,” the agency’ press release stated.


Segment 1 of said road, which is about 8.938 kilometers is already 98 percent completed prior to the on-site inspection conducted on March 11, 2021.
