‘Regional Award due to full attendance of officials in ELCAC activities’ – Gov. Edduba

Tabuk City, Kalinga – Governor James Edduba says Kalinga’s Regional Gawad Parangal Award from the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), was due to the complete attendance of officials in all activities of the NTF-ELCAC.


Said award is given to individuals, government units, and organizations for spearheading and supporting local ELCAC task force efforts to end communist armed conflict in the region.


Kalinga PLGU, along with Apayao Governor Elias Bulut Jr. and Baguio City Mayor Benjamin Magalong, is one of the awardees in the Cordillera.


Governor James Edduba received the award during the NTF-ELCAC’s 5th anniversary on December 4, 2023, at Camp Aguinaldo in Quezon City.


“Actually, 1 award for 1 region kuma ngem three were given awards, so Apayao, Baguio City, and Kalinga. We were lucky met a,” Edduba informed in an interview with Station 1 Radio, elaborating that “they noticed kanu nga of all the 90 activities, 89 ti na-attendarak ta naminsan nak lang nga nag-absent, ngem perfect attendance piman ni DILG PD Anthony Ballog and all the rest of our officials ta whole-of-nation-approach garud daytoy. So all the line agencies are there, including the dagitoy Army, perfect attendance.”


Governor Edduba explained that his hands-on involvement in the NTF-ELCAC programs at the grassroots level is a strategy for them to craft and implement plans and programs based on what is really needed in the community.


The NTF-ELCAC is structured around clusters that cover Local Government Empowerment, Basic Services Enhancement, Localized Peace Engagement, E-CLIP and Amnesty Program, Sectoral Unification, Capacity Building, Empowerment, and Mobilization, International Engagement, Legal Cooperation, and Strategic Communication.


It also includes Poverty Reduction, Livelihood and Empowerment, Peace, Law Enforcement, and Development Support, Infrastructure, Resource Management, and Employment, and Situational Awareness and Knowledge Management.


Each of these clusters contributes to the task force’s framework by addressing various aspects to foster development and peace within communities.


For Kalinga, Edduba mentioned that the task force likewise noticed the province’s initiative to include medical missions in their ELCAC activities.
