SB Tinglayan assessed for provincial awards on innovative, exemplary legislation practices

Tinglayan, Kalinga – The Sangguniang Bayan of Tinglayan was assessed by the Provincial Award Committee of Kalinga for the Local Legislative Award (LLA) 2023 on Wednesday, August 23.


LLA recognizes municipal and city councils of Kalinga that have demonstrated good practices in local legislation.

The 2023 LLA likewise aims to recognize the Sangguniang Bayan's outstanding performance in the province for passing laws that support effective local development and administration from July 01, 2019, to June 30, 2022.


Local councils will be evaluated using the criteria under Department of the Interior and Local Governmen Memorandum Circular No. 2023-092.


These include responsiveness of the legislative agenda, availability of legislative documents, effectiveness and efficiency of the Sanggunian's performance, legislative citations and awards, and capacity development of legislators and staff.


In an earlier press release, DILG Secretary Benjamin ‘Benhur’ Abalos Jr. expressed hope that the award would ‘inspire local legislators to keep making sound and effective policies that do not only address the needs of their localities but also contribute to realizing the country’s collective long-term vision.’

DILG said the award for local legislators is categorized into provincial, regional, and national levels.


To compete at the regional level, city and municipal council must receive an overall performance rating of 80 percent or higher in the province’s assessment.
