“Serve with unwavering commitment”: Gov. Edduba calls on Kalinga public servants to pursue growth, excellence

Governor James Edduba reminds every day is an opportunity to “do better, serve better”

TABUK CITY, Kalinga — Governor James S. Edduba called on Kalinga government employees to serve with unwavering commitment, integrity and compassion as he reminded them that public service is a continuing journey of growth and excellence.

Edduba delivered the message through Provincial Administrator Teddy Gullay during the kick-off of the 126th Philippine Civil Service Anniversary (PCSA) on September 3, 2026, at the Kalinga Sports Center, Capitol Hills, Bulanao, Tabuk City.

Anchored on the theme “Bawat Kawani, Lingkod Bayani: Puso, Dangal, at Galing Para sa Bayan,” Edduba said the celebration should remind every public servant of the values that must guide them in their daily work.

“This year's theme reminds us of the values that must guide us in fulfilling our duties. It calls upon every government employee to serve with unwavering commitment. Public service is a continuing journey of growth and excellence. Each day presents us with an opportunity to do better, serve better, and make a meaningful difference in the lives of our constituents,” Edduba said.

The governor emphasized that government employees should combine competence and professionalism with compassion and a genuine desire to serve the people.

He also highlighted GANDAng HR: The Kalinga Public Service Convergence as a major component of this year’s PCSA celebration, bringing together government offices and agencies to strengthen cooperation and promote more accessible and responsive public service.

“This is Kalinga in action—government working together to be more accessible, responsive and caring,” he said.

‘One government, serving one people’

Edduba likewise welcomed the opening of the 2026 Governor’s Cup, which brings government employees together through sports and friendly competition.

He said the activity goes beyond winning games, as it provides an opportunity to build teamwork, friendship, camaraderie and unity among employees from different offices.

“We may belong to different offices, but we are one government, serving one people,” Edduba said.

The governor stressed that public service is more than simply performing an assigned job. It is a commitment to serve with puso, dangal at galing and to continuously improve the quality of service given to the people of Kalinga.

He congratulated the employees participating in the celebration and encouraged them to carry the spirit of dedication and excellence into their respective offices and communities.

Month-long celebration

The PCSA kick-off was held alongside the GANDAng HR: Walk for Health, which promoted employee wellness while providing government workers an opportunity to strengthen camaraderie. The walk was originally scheduled for September 1 but was moved due to heavy rains brought by the Southwest Monsoon.

The month-long GANDAng HR: The Kalinga Public Service Convergence will feature activities focusing on public service, employee development, health and wellness, volunteerism and inter-agency cooperation.

Among the scheduled activities are the Lingkod Bayani Volunteer Corps–Kalinga, a five-day public service and community disaster volunteer development camp; Financial Wellness Expo; Career and Community Fair; Employee Benefits Expo; Life Saver’s Day, featuring blood donation drives and medical missions; and the Green Legacy initiative for the maintenance of the province’s adopted tree-planting site in Callagdao.

Other activities include the GANDAng HR Convergence Bingo, Convergence Dance Challenge, skills training, and various sports, cultural and wellness activities.

Through the celebration, Edduba urged Kalinga’s public servants to view every working day as another opportunity to improve, serve with compassion and make a lasting difference in the lives of the people they serve.
