Tabuk SP tells XRC "fulfill promise" to submit final copy of Bulanao Market deal documents

Tabuk City, Kalinga – The Sangguniang Panlungsod of Tabuk led by Vice Mayor Bernard Glenn Dao-as crafted on October 28 Resolution No. 200 series of 2021 requesting for the XRC Mall Developer, Inc. to furnish the office the final copy of the contract of lease it entered between the city government relative to the development, management and operation of the Bulanao Public Market.


The resolution states that XRC Mall Developer should fulfill its promise to provide the august body with a copy of the contract.


XRC made the commitment through its representative during the Press Forum held at Davidson Hotel following the groundbreaking ceremony of the Bulanao Public Market Project on October 21, 2021.

As recalled, SP Tabuk through Resolution No. 35 series of 2020 ratified the contract of lease and that the office should be given the final copy for its file and reference.


The crafting of Resolution No. 200 is a response to the letter of KARSA to SP Tabuk asking for the transactions and documents to be provided to them as said religious organization believed that these should have been made available to the public.


KARSA Vice-Chairman Father Jairus Carbonel Mateo, during the session on October 21, voiced their concerns as raised by the market vendors and other individuals, leading to a ‘misunderstanding’ between concerned parties.

KARSA likewise wrote a letter to the Office of the City Mayor to put on hold the groundbreaking of Bulanao Public Market mall construction until controversial questions have been answered, but the construction was pursued.


In an interview earlier, Father Mateo said, "apay sekreto ngata dagiti karga na dayta nga dokumentos ta madi da nga iparang?," adding people cannot help but to wonder. And thus, to wideout suspicion of secrecy, the documents should all be made public.


The resolution of SP Tabuk shall be forwarded to the Chairman of XRC Mall Developer, Inc. addressed at 353 JP Rizal St. Cor. Diamond St., Marikina City for his information and favorable consideration.
