2 fixers in Cagayan arrested after extorting P25,000 from BFP applicant

Cagayan, Philippines – Two individuals in Cagayan claiming ‘connections’ inside the Bureau of Fire Protection were arrested after asking at least P25,000 as initial payment for employment from a fire officer aspirant in Tuguegarao City.


Cagayan Police Provincial Office reported that authorities arrested a certain Isabelo Ruiz, 61, and Anafe Sumacbay, 45, in an entrapment operation at a cake and bread shop in Centro 7, Tuguegarao City on June 6, 2022.


The entrapment operation against the two was said to have stemmed from the experience of a 29-year-old BFP aspirant.

P25,000 initial payment


According to the victim, he was informed by his co-applicant that should he want to get accepted at the agency, he needs to pay P50,000 to two individuals who have connections inside the BFP office.


The 29-year-old with his co-applicant met with Ruiz and Sumacbay who asked him for P25,000 as initial payment for the supposed processing of his papers inside the agency. However, when the victim said he cannot afford the amount, one of the suspects told him P10,000 would be fine.


The victim refused the offer since he didn’t have the amount with him at that time.


However, on the night of June 5, he sent P1,550 through GCash to the suspects who allegedly said there is also a need to give a Black Label liquor to one of the high-ranking BFP officials.

Because of the demand, the victim inquired to the Provincial Director of BFP Isabela if it is really necessary to pay someone in order to get accepted to the BFP.


As a response, the provincial director coordinated with the Provincial Intelligence Unit of the PNP.


Entrapment operation


On June 6, joint forces of the PNP and the BFP region 2 launched the entrapment operation against the two suspects. The operation led to the arrest of Ruiz and Sumacbay after accepting the P10,000 boodle money from the 29-year-old victim.


After onsite inventory, the two suspects were brought to the Tuguegarao City Police Station awaiting charges to be filed.
