Tabuk City, Kalinga - A 25 percent decrease in rice production was recorded in the province of Kalinga in 2024, with only 150,945.64 metric tons (MT) from the 203,161 MT in 2023, based on the annual report of the Office of the Provincial Agriculturist (OPAG)—Kalinga.

The average yield also dropped from 6.38 MT per ha in 2023 to 4.88 MT/ha in 2024.

According to OPAG-Kalinga, the decline was due to the the severe effects of the El Niño phenomenon and the onslaught of typhoons Kristine, Nika, Marce, and Pepito, which devastated many farms.

Another factor why the province has lesser production in 2024 was the reduction of the total area planted with rice. From 31,856.16 ha in 2023, it went down to 30,940.06.

Production per municipality/city in 2024

During the dry season in 2024, Tabuk recorded the highest harvest with 64,911.02 MT, followed by Rizal with 14,795.94 MT; Pinukpuk with 2,884 MT; Tinglayan with 1,166.08 MT; Lubuagan with 637.66 MT; Tanudan with 560 MT; Balbalan with 390 MT; and Pasil with 339.50 MT.

Meanwhile, during the wet season, Tabuk had the highest production again with 46,467. 82 MT, followed by Rizal with 9,267.02 MT; Pinukpuk with 4,932.6 MT; Balbalan with 1,734.5 MT; Tanudan with 1,350 MT; Lubuagan with 776 MT; Tinglayan with 443.5 MT; and Pasil with 290 MT.

In total, Tabuk had 111,378.84 MT of rice harvested, Rizal had 24,062.96 MT, Pinukpuk had 7,816.60 MT, Balbalan had 2,124.50 MT, Tanudan had 1,910 MT, Tinglayan had 1,609.58 MT, Lubuagan had 1,413.66 MT, and Pasil had 629.50 MT.

Overall, Kalinga had 150,945.64 MT of rice harvested in 2024, which is 25 percent lower compared to the 203,161 MT in 2023.

Assistance given to affected farmers

Due to the setback in the province’s rice production, the Rice Banner Program of the Department of Agriculture, implemented by the provincial government through the OPAG, extended support to the affected farmers.

The report obtained by Guru Press Cordillera on August 13 noted that a total of 2,322 rice farmers with two ha and below received P5,000 each in 2024, amounting to P11.66 million in cash assistance under the Rice Farmers’ Financial Assistance (RFFA) program.

Under the same program, the farmers were also given hybrid and certified seeds, fertilizers, and discount vouchers, while monitoring was strengthened through the Farmers’ Monitoring Cards (FMC).

In an interview, OPAG Assistant Provincial Agriculturist Sol G. Lawagan said that rice production in the province is expected to recover once weather conditions return to normal. The continuing provision of assistance to the affected farmers will add to a brighter prognosis.
