Kalinga SP approves P72.48M budget to improve provincial government’s programs, services

Tabuk City, Kalinga – Programs and priority services of the Provincial Government of Kalinga are set to receive a boost after the Sangguniang Panlalawigan unanimously approved the province’s supplemental budget for Fiscal Year 2026.


The approval of Supplemental Budget No. 1, FY 2026, amounting to ₱72,484,600, was earlier requested by Governor James S. Edduba from the Provincial Board. The measure was approved during a session presided over by Vice Governor Dave Odiem on April 21.


Prior to its approval, the Committee of the Whole (en banc) reviewed the proposal for compliance with existing laws and budgeting guidelines.


In its report obtained by Guru Press Cordillera, the committee noted that the proposal is aligned with Republic Act No. 7160, or the Local Government Code of 1991, particularly Sections 305, 321, and 324.


The committee further reported that the proposed budget complies with the Joint Memorandum Circulars of the Department of Budget and Management (DBM), Department of the Interior and Local Government (DILG), and the National Economic and Development Authority (NEDA).


The measure is likewise aligned with the province’s development framework, particularly the Annual Investment Program (AIP) and the Provincial Development and Physical Framework Plan (PDPFP).

Funding sources include certified available funds from the Provincial Treasury Office and/or additional revenues, savings, or realignment of appropriations.


“The committee further underscores that supplemental budgets are essential to ensure responsive governance, particularly when additional resources become available or when urgent needs arise during the fiscal year,” the committee stated.


In an interview with Guru Press Cordillera, Vice Governor Dave Odiem said the budget will fund programs and initiatives that will benefit the people of Kalinga, especially amid the current crisis.


“Okay, after being reviewed by the concerned committee, it is assured to be in compliance with laws, so there is no reason for it not to be approved. This will be used for the welfare of the people, especially during this time of crisis,” Odiem said.
