P2.7M Livelihood Assistance Grant awarded to 181 Tinglayan families

Tinglayan, Kalinga – To help families whose livelihood was affected by the emergence of the Covid-19 pandemic recover from economic losses, the Department of Social Welfare and Development- Social Welfare and Development (DSWD-SWAD)- Kalinga on Wednesday, August 18, 2021, distributed P2,715,000 to 181 families in Tinglayan.


Said cash aid is part of the Livelihood Assistance Grants (LAG) given to eligible families by DSWD.


Larae Lactao of the Municipal Information Office of Tinglayan said each family received P15,000 each.


According to Lactao, the beneficiaries were listed by barangay officials, referred to the Municipal Social Welfare and Development Office for verification, and assessed by the agency. From the process, all those found eligible were then listed as recipients.


“They also submitted business proposals which must generate income in two months’ time,” Lactao added.


A family could only receive said financial assistance during its implementation.

Who are eligible for the assistance?


Those eligible for the livelihood assistance, according to DSWD’s Memorandum Circular No. 19 Series of 2020 are those belonging to low-income families with at least one member in the informal sector, subject to compliance to eligibility assessment, and those profiled through the Social Amelioration Card (SAC) for non-4Ps and for 4Ps beneficiaries and should assure that families are included in the target database.


Also included are those that have livelihood or employment before the community quarantine who were affected during the community quarantine period and/or projected to continuously be affected in the next three to six months even after the lifting of the community quarantine and shall not be included as beneficiaries of various livelihood recovery or rehabilitation projects of other national government agencies and or/other stakeholders.


Associations or cooperatives could also seek assistance offered under LAG.

Where should beneficiaries use said assistance?


In the memo, it said that the cash aid could serve as seed capital for new alternative income-generating activities or certain micro-enterprise ventures, support, and additional capital to the existing viable micro-enterprises of the target beneficiary, income of which had been severely affected.


Additionally, this could also be utilized in financing employment requirements, particularly those who are seeking jobs in acquiring certifications, expenses on food and transportation in securing pre-employment documents, employment kits, foods, and transportation allowance during the first month of employment.


For yTongrayans, they are to utilize said assistance as seed capital for the creation of new income-generating projects or recovery of their existing businesses.

Monitoring on where the beneficiaries used the assistance


To make sure that the recipients utilize the assistance to its supposed purpose, DSWD-SWAD shall conduct house-to-house visitation and survey interviews every three months.

Pulacan added that in cases that recipients used said assistance for other purposes, disregarding its original intent, they will be blacklisted and will not be selected as beneficiaries from all DWSD programs.
