P25M Cordillera DRRM Warehouse and Logistics Hub to rise in Kalinga

Tabuk City, Kalinga – Amounting to P25 million, the first Cordillera Regional Disaster Risk Resilience Management Council (RDRRMC) Warehouse and Logistics Hub will soon rise at the Kalinga Capitol Compound within 6 months.


Regional Director of the Office of the Civil Defense (OCD) and Chairperson of the Cordillera RDRRMC Albert Mogol announced this during the groundbreaking ceremony of said edifice this August 27, 2021.


Regional Director Mogol said that the warehouse and logistics hub ‘aims to cater disaster-related emergency services particularly prepositioning, distribution, and management of food and non-food items for Apayao, Ifugao, Mountain Province, and Kalinga.’


“Kalinga is very strategic since it is near Tuguegarao where we can transport goods,” Mogol added.


‘A Journey of Birthing an Idea into Reality’


Mogol recalled that when he attended the turnover of the National DRRMC-funded Evacuation Center on August 22, 2019, in the city, Governor Ferdinand B. Tubban along with the regional executives of CDRRMC discussed the proposed establishment of the Cordillera RDRRMC Regional Inter-agency Warehouse.


Governor Tubban, through a resolution, then offered to donate the adjacent lot of the evacuation center to establish the hub, which was later approved by the Provincial Council.


On January 27, 2020, the Kalinga Provincial Government and Office of the Civil Defense forged the Deed of Donation.


On May 5, 2020, “the technical working group composed of the Department of National Defense and Provincial and District Engineering Office of Department of Public Works and Highways started crafting the foundation and its plan.”

The program of work, plans, and design calculations were finished on July 9, 2020, but revised on September 15, 2020, for the inclusion of other needs.


On October 14, 2020, a communication letter was sent to OCD Central Office requesting the funding of the Cordillera RDRRMC Inter-Agency Warehouse.


“After which, we went to Bids and Awards (BAC) Proceedings so lahat ng proseso pinagdaanan natin,” Mogol assured.


The bidding started on May 12, 2021, until the post-qualification on June 9, 2021. The winning bidder is B.A Lagazo Builders.


“So sunod, siyempre meron nang Notice of Award, Notice to Proceed, so kailangan na nating mag-groundbreaking para di ma-delay yung project. I want to give emphasis on this project because this is not only a strategic warehouse but also a very important project to be used in times of disaster,” the chairperson underscored.


The groundbreaking was initially scheduled on August 12 but was postponed with the presence of Delta variant in the region.
