Provincial Bodong Council of Elders underscores importance of “PAGTA” in conflict resolutions

Tabuk City, Kalinga – The Provincial Bodong Council of Elders (PBCE) on Tuesday, February 23, 2021, emphasizes the importance of the provisions of pagta as guide in going through the conflict resolution process whenever there are incidents which relate to or may result into a tribal issue to avoid unwanted escalation of events.


The pagta is a set of laws and rules in Kalinga which provide guidance towards decision making of the Bodong holders or members of a Bodong council.


In the Pagta or law of the Bodong, ‘the bodong holders or elders are expected to faithfully enforce its provisions, handle cases brought to their attention until the same have been settled to the satisfaction of both parties; not allow the severance of the Bodong without complying with the provisions of Pagta; and arrest or cause the arrest of a violator of the Pagta’.

During the Isangguni sa Gobernador radio program, PBCE Secretary Emmanuel Abadilla informed they are utilizing both the “pagta” of Tabuk and the province as guide in solving conflicts.

Abadilla said they respond to all individuals seeking for help according to the instruction given by Governor Ferdinand B. Tubban.

“Aramiden tayo ta dayta ti prinsipyo ti gobernador tayo nga kayat na nga matulungan dagitoy kakailyan tayo anya man iti rason wennu panggep na,” he said.


“Agkikita tayo ditoy likod ti enterprise building, within the Capitol Hills ken open daytoy from Monday-Friday, 8-5 PM ket awaten mi nu anya man diay kaso nga iyeg yu ditoy,” he added.


Abadilla further informed that they are now working on the reorganization of the Kalinga Bodong Council (KBC) emphasizing that said move is timely as they are also planning to conduct the Kalinga Bodong Congress when the pandemic is over.


The reactivation of KBC, he said is a good move in making the Bodong system stronger because as mentioned by the governor during the virtual celebration of the Bodong Festival, the system is contributing a lot in a more peaceful environment and brotherly relations among Ykalingas.

“Isu nga daytoy ti kayat nga programa dagiti elders tayo nga ipagna and hopefully nu malift daytoy pandemic wenno lumukay ti tiempo ken maaramid dagitoy ida, biyagen tayo diay napintas nga kultura tayo iti Bodong system tayo,” he said.


As a peace-keeping body, Abadilla said they are involved in many programs related to solving of conflicts and one involvement they have right now is their mediation on the tribal boundary dispute of Betwagan and Butbut.


The council is composed of former Governor Dominador Belac as consultant, William Puday as the Chairman and former Tinglayan Vice Mayor Felix Pan-oy as Vice-chairman.
