124 motorists caught in 3-day anti-noise operation as Baguio cracks down on loud mufflers

Baguio City, Philippines — Baguio City authorities flagged 124 motorists during a three-day operation as they intensified efforts to curb noise pollution caused by excessively loud mufflers and unauthorized exhaust modifications.


According to the Baguio City Police Office, the operation conducted from June 12 to 14 resulted in the apprehension of 44 motorists for using loud mufflers and 80 others for unauthorized modified exhaust systems.


A loud muffler is an aftermarket exhaust system designed to produce a louder and more aggressive sound by allowing exhaust gases to flow more freely than standard factory-installed mufflers.


The campaign aims to reduce noise pollution and ensure compliance with vehicle regulations. According to the World Health Organization (WHO), excessive noise from motor vehicles can disrupt sleep, impair concentration, trigger stress, and contribute to cardiovascular and metabolic health problems.


Under Land Transportation Office (LTO) regulations, vehicle exhaust noise must not exceed 99 decibels when tested at an engine speed of 2,000 to 2,500 revolutions per minute (rpm). Violators may face a penalty of P5,000.


Before launching the operation, authorities coordinated with LTO officials, motorcycle shop owners, and rider groups to explain existing regulations and encourage voluntary compliance. Information campaigns were also conducted through social media advisories and tarpaulins posted in strategic areas around the city.


Police urged motorists to ensure their vehicles comply with existing standards to avoid penalties and help create a quieter, safer, and healthier environment for residents.
