Kalinga to get P152M for improvement of Banneng-Darulog-Bawac road in Tanudan

Tabuk City, Kalinga – After passing all criteria, the P152,385,000.00 estimate cost of the proposed improvement of the 6-kilometer Banneng-Darulog-Bawac Farm-to-Market Road in Tanudan Kalinga was approved.


The sub-project is expected to help with the coffee, banana, and rice production in the municipality and some parts of Tabuk City.


The approval of the sub-project under the Philippine Rural Development Project’s additional loan was announced by the Provincial Governor’s Office Information Services on December 28, 2021.

The improvement of Banneng-Darulog-Bawac was officially presented on November 24, 2020, to Regional Project Advisory Board (RPAB) by Governor Ferdinand Tubban along with Provincial Agriculturist, Engr. Domino Bakilan, Provincial Engineering Office, and Provincial Planning and Development Office.

The Office of the Provincial Environment and the Office of the Provincial Treasury likewise helped with the preparation of the said sub-project.


RPAB reviewed the proposal’s Feasibility Study with Safeguards Compliance, Detailed Engineering Design (DED), Program of Works (PrOW), and Bidding Documents.


The sub-project was then scrutinized by the National Project Coordinating Office and Project Support Office. The former office evaluated whether the requirements were followed while the latter provided technical evaluation concerning its economic viability, environmental and social compliance.

Bakilan, through his post, revealed the letter sent to him by Undersecretary for Operations and PRDP National Project Director Engr. Ariel Cayanan, relaying that they have “No Objection (NOL1)” therefore giving a go signal for the conduct of procurement of works.


The letter further stressed that the provincial government, after the process/bid evaluation is completed, shall secure the “No Objection Letter” to Award (NOL2) and Certificate of Availability of Fund (CAF) before the issuance of Notice of Award to the Lowest Calculated and Responsive Bid.


Sangguniang Panlalawigan's role in the project


According to PGO Information Services, ‘the Office of the Provincial Vice-Governor Atty. Dave Q. Odiem, and members of the Sangguniang Panlalawigan, prepared the additional documents to release the 10% PLGU counterpart of the project for the 80% funds from the PRDP, and 10% counterpart of Department of Agriculture to be downloaded in the province.’
