Over 900 farmers in CAR to receive E-titles, CLOAs, COCROM on July 26’ - DAR- Kalinga

Tabuk City, Kalinga  - Hundreds of farmers across Cordillera are set to receive their Electronic Land Titles (E-titles), Certificate of Land Ownership Awards (CLOAs), and Certificates of Condonation and Release of Mortgage (COCROM) on July 26, giving them the security of the land they long cultivated.  

 

In an interview with Guru Press Cordillera, DAR-Kalinga Provincial Officer (PARPO 2) Adela S. Damaso said there are 250 Agrarian Reform Beneficiaries (ARBs) /farmers in the region expected to receive E-titles and CLOAs on said date. The majority of them are from Kalinga.

 

Of the total beneficiaries, 200 will receive e-titles, while 50 will be granted CLOAs. The distribution will be conducted on July 26 as part of the 38th  Cordillera Month, as agreed during the Kapehan meeting of the National Line Agencies (NGAs) on July 7. 

 

The E-title/CLOA issuance falls under the Support to Parcelization of Lands for Individual Titling (SPLIT), a World Bank-funded initiative by the DAR that aims to improve land tenure security and property rights for farmers/ARBs nationwide.

As of July 7, according to Damaso, the agency holds 96 of said legal documents, while the rest are still being processed or in queue at the Registry of Deeds and are expected to be completed before the distribution date.  

 

“Expected natin na beneficiaries is 250…Majority of them are from Kalinga. Other beneficiaries are from Ifugao, Apayao…Kasi regional activity. As of today, we have 96 e-titles, the others are still being processed at the Registry of Deeds. So since July 26 yong distribution natin, magcucut-off tayo nga July 25,” she relayed.  

 

The provincial DAR officer also mentioned that Kalinga has the most number of ARBs covered under Republic Act No. 11953, otherwise known as the New Agrarian Emancipation, which took effect in 2023.  

 

The law condones all unpaid loans, interests, and amortizations of ARBs and exempts them from paying estate tax on awarded lands.  

 

In her earlier report at the PLGU’s flag-raising ceremony, Damaso said there are 734 ARBs to be granted said privilege, or the Certificates of Condonation and Release of Mortgage. Of which,  600  will receive it on July 26, while the others will be for the next batch.  

 

The distribution of said documents is part of the ongoing efforts of the national government in uplifting the lives of farmers across the country and driving rural development.
