Road clearing validation on compliance of LGUs starts February 16

Tabuk City, Kalinga – The Department of the Interior and Local Government (DILG) reminded LGUs on the start of validation as the implementation of Road Clearing 2.0 ended today, February 15, 2021.


With the end of the implementation, the agency said the validation of local government units’ compliance shall begin tomorrow, February 16 until March 2 this year.


DILG Officer-in-Charge (OIC) and Undersecretary Bernardo C. Florece, Jr. DILG, in a statement said, they will be fair in the road-clearing validation but are to identify lack on the part of the LGUs.


“One of the strategies that we will adopt is that once a road is cleared by the LGU, a contract is drawn up and signed by the Barangay Captain who then is now responsible for maintaining the cleared roads. There will also be an exit conference with the mayor so that he is advised of the results of the validation,” the DILG Undersecretary said.

According to the agency, aforementioned dates shall be the validation period for all provinces, cities, and municipalities, while March 9 is the set deadline for all DILG Regional Offices (ROs) to submit their respective compliance data and forms as well as supporting documents to the DILG Central Office (CO) - Bureau of Local Government Supervision (BLGS).


Composition of validation team


Local Validation Teams (VTs) shall be composed of one representative each from DILG, Philippine National Police (PNP), Bureau of Fire Protection (BFP) and representatives from civil society organizations (CSOs).


In an earlier directive made by the agency, a “cross-post” of VTs shall be made to ensure fairness of the validation process.


In doing this, VTs for component cities and municipalities, the press release said may be cross-posted within their respective provinces while VTs for provinces, highly urbanized cities (HUCs), and Independent Component Cities (ICCs) are given the option to cross-post within the region.

For LGUs under General Community Quarantine (GCQ) status which were required to conduct partial implementation, the directive said VTs shall checked 10 selected local roads whether road obstructions exist along or within it.


The LGUs' compliance with the ban of tricycles on national highways, it said, shall also be checked.


For LGUs under Modified General Community Quarantine (MGCQ) or Post-Quarantine Scenario, validation shall be made according to their full implementation of road clearing operations.


Components which will be checked are the following: removal of road obstructions, enactment of an enabling ordinance, the conduct of an inventory of road obstructions, crafting and implementation of a displacement plan, rehabilitation of cleared roads, creation of a grievance mechanism, and compliance with the ban on tricycles along national roads.

LGUs are also mandated to submit attachments to their reports such as photographs, videos, presentations, reports, and other means of verifications (MOVs) supporting their compliance to the program.
