Bangued Abra suspends Number Coding Scheme Ordinance

ngued, Abra – The suspension of the Number Coding Scheme Ordinance of LGU Bangued, supposed to be implemented this Friday, February 19, 2021, was confirmed by Bangued Vice-Mayor Mila Valera during a radio program.


Suspension was made as a response to the request of Provincial Anti-Covid Task Force Chairperson Joy Bernos not to put the ordinance into effect while the province is still under General Community Quarantine Status.


Abra and other provinces in the region have been under GCQ quarantine status in the whole duration of this month.


Said ordinance, approved by the Sangguniang Panallawigan of Abra on February 2 was crafted to regulate traffic and utilization of streets in the municipality as it was observed that volume of private motor vehicles in the municipality has gradually increased.


In the ordinance, the vehicles’ last digit number will serve as the basis for the coding scheme.

For private vehicles (single motorcycles, cars, SUVs) and jeepneys, those whose plate number’s last digit which fall under a certain day are not allowed to travel within the said day. They are not permitted to use Bangued’s roads and streets from 7 AM until 6 PM.


As for tricycles, same rules will be applied, only that coding scheme for public tricycles is based on the last digit of their body number and the private ones’ coding shall be taken from their plate number. Nevertheless, tricycles are allowed to operate on Saturdays and Sundays.


Meantime, exempted vehicles for the coding scheme include ambulance, fire trucks, police patrol cars, military vehicles on official function with red plate, vehicles commandeered by the government directed by person in authority or by medical practitioner for military relief of emergency with red plate, vehicles carrying persons seeking for medical attention, diplomatic vehicles, government vehicles, school buses, company shuttle vehicles, official media vehicles, towing trucks, vehicles used by medical practitioners, and vehicles on mission to carry relief goods.


Violators of said ordinance shall be penalized with P 1,500.00 per offense.
