Eastern Cordillera State College of Agriculture, Science and Technology: Ifugao’s proposed new state college up for congressional review

Ifugao, Philippines – A measure that could soon bring a new state college within reach of local learners in Ifugao province secured approval from the House Committee on Higher Education (CHTE), sparking a fresh wave of optimism.


House Bill No. 739, authored by Ifugao’s lone district representative Solomon Chungalao, seeks to separate two campuses of Ifugao State University (IFSU) – the Potia campus in Alfonso Lista and the Lupao campus in Aguinaldo town – and convert them into an independent higher education institution to be known as the Eastern Cordillera State College of Agriculture, Science and Technology (ECSCAST).


The bill was originally introduced as HB No. 7840 in the 18th Congress and transmitted to the Senate following House approval in 2020, but it remained pending upon adjournment.


It was later refiled as HB No. 1905 in the succeeding Congress and subsequently substituted by the Committee on Rules as HB No. 11468. Although it passed the House in June 2025, it was again stalled in the Senate, prompting the filing of the current HB No. 739.


Why it matters


According to the bill, IFSU’s Potia and Lupao campuses have long been under-prioritized due to the university’s limited budget. By separating them, the measure seeks to ensure sufficient funding to improve facilities and strengthen faculty for the delivery of quality education.


The legislation also acknowledges that, despite the presence of state-run educational institutions, many students—especially those in remote areas—are still deprived of their right to education due to accessibility issues and other limitations, including insufficient facilities, faculty, and curriculum.


“Furthermore, the province has struggled over the years with internal challenges that hinder its progress and development. Poverty, illiteracy, and unemployment remain rampant in many areas—issues that can be addressed through education,” the bill’s explanatory note states.


Uniting in support of the measure


The proposed legislation was discussed during the 9th regular meeting of the CHTE on February 24. Joining Congressman Chungalao during the hearing were Governor Jerry U. Dalipog, IFSU President Eva Marie Codamon-Dugyon, and other university officials, who expressed their support for the bill’s advancement.


For Dugyon, the establishment of ECSCAST will enhance regional research, extension, and development capabilities in sectors vital to the province’s economic foundation—agriculture, science, and technology. It will also contribute to sustained socio-economic progress in Ifugao and neighboring areas.


“Student enrollment at the IFSU–Potia Campus has steadily increased, now reaching about 5,000—a figure comparable to the main campus in Lamut. This sustained growth reflects stable demand for public higher education and reinforces the campus’ ability to maintain autonomous operations,” she added.


Chungalao later confirmed that the committee approved the bill.


As the measure proceeds to the next stage of congressional review, stakeholders are hopeful for a favorable outcome before the adjournment of the 20th Congress in mid-2028.
