Man from Pinukpuk, Kalinga (listed as National-Level Fugitive with 15 Warrant of Arrest) captured in Baguio

Baguio City, Philippines – After years in hiding, a man from Pinukpuk, Kalinga, who has long been tagged as a national-level fugitive for multiple criminal cases, was finally arrested by authorities in Baguio City on October 30, 2025.


The Criminal Investigation and Detection Group (CIDG) reported on Friday, November 7, that at around 8:00 a.m. on the day of the arrest, the CIDG Baguio City Field Unit, in coordination with territorial police units, conducted a manhunt operation in Purok 2, Barangay Zamora, Baguio City, which resulted in the capture of the suspect known as alias “Mio.”


According to the CIDG, Mio was the subject of 15 warrants of arrest issued by the Regional Trial Court of Tabuk—10 for murder, one for frustrated murder, and eight for attempted murder.


Reports submitted to Acting Director Police Major General (PMGEN) Robert A. A. Morico II revealed that Mio is a member of a Communist Terrorist Group (CTG) and previously served as the First Deputy Secretary and Head of Education of KLG Baggas, a terrorist group operating in the Cordillera region.


He was also listed in the Second Quarter 2025 Status Report on Threat Groups.


One of the major cases linked to the suspect was the January 26, 2016 attack in Sitio Bulo, Barangay Balantoy, Balbalan, where Army troops were ambushed by his group using high-powered firearms and improvised explosives.


In a statement, PMGEN Morico praised the operatives behind the successful arrest for their relentless efforts in pursuing the suspect, saying the families of the victims can now take comfort in knowing that justice has been served.


“I commend PLTCOL Brendon B. Palisoc, Regional Chief of the CIDG Regional Field Unit 14 (CAR), and the CIDG Baguio City Field Unit led by PMAJ Rommel D. Quinio, along with all joint operating units, for their unrelenting effort in pursuing this elusive national fugitive. This underscores your commitment to accounting for and capturing all wanted persons. With this arrest, we have helped the victims and their families attain the justice they deserve. Maraming salamat sa inyo,” said Morico, as quoted by the CIDG.


The Major General also assured the public that the law enforcement agency remains steadfast in its mission to track down and capture all criminals, wanted persons, and fugitives across the country.


“The CIDG is dauntless; the CIDG means business,” he added.
